Clement & Wynn’s philosophy and approach
to a construction program is simple and straightforward.
We provide a Program Manager who will serve as the Owner’s
chief representative. Depending upon the client’s
requirements, we will augment the Program Manager with
additional technical staff and specialized consultants
to deliver the program within the established budget,
time and quality parameters. The Program Manager directs
the mix and timing of rendered services and controls
the major elements of the construction or master plan
program in a manner that is consistent with your overall
goals and aspirations.
While managing the construction program or planning
efforts, our staff will be guided by the following philosophy
and principles:
Serve as Extension of Staff: We typically
operate as if we are a part of your organization. Our
Program Manager and staff serve as your agent, providing
a direct day-to-day communication channel.
Keep the Owner Informed: Communication
is one of the most critical ingredients in the success
of any construction program. We establish a system of
communications and formal reporting that will insure
important facts and realistic choices are identified
and conveyed to the owner in a clear, understandable
and timely manner. Most importantly, we will not commit
the Owner’s funds without prior approval.
Promote the Owner’s Best Interest:
Since we neither design nor physically construct any
portion of the project, we are able to work objectively
with all parties involved with the construction program.
We will always attempt to fairly represent the interests
of the owner and recommend what is best for the project.
Maintain Comprehensive Control: Our
management approach continuously reviews and checks
the critical elements of the program, balancing time,
cost and quality. As the Owner’s agent, we respect
your desire to spend as many dollars as possible for
the direct benefit of the project. Once the requirements
are approved, we constantly reconcile the issues of
design scope, cost and constructability with all project
team members. We do not recommend approval of any design
phase until the program, design and budget are balanced
and the owner is satisfied that the best result has
been achieved. We will always reconcile our estimate
and cost assumptions with the design consultant or contractors
who are involved in the pre-construction phase. We attempt
to clarify scope deficiencies in the construction documents
early, and avoid potential change orders before construction
starts.
Provide Quality Control: Quality and
cost effectiveness must be everyone’s concern.
We are strong advocates in promoting quality control
and value engineering from the beginning of a project.
In addition to independent peer reviews, we seek the
full participation of all design and construction team
members to constantly improve their parameters for quality
and cost effectiveness. During construction, we encourage
the general contractor to solicit and recognize the
input of workers in the field who actually install the
materials and equipment for the project.
Anticipate Challenges: The whole thrust of
our management approach is to be proactive. We try to
identify and eliminate potential problems early before
they become major bottlenecks. Our staff will diligently
pinpoint opportunities to save time and money and will
strive to achieve the best attainable results.
Assure Commitment: We firmly believe
the success of your construction program requires that
our team be equally committed to the mission of your
organization. We cannot adequately represent the Owner
if we have a different agenda or mind set. More importantly,
our approach is to commit and make available the full
resources of our people and our organization for the
successful outcome of your construction program. |
